2. Qualification Requirements for participating in the competition:

2. The project does not accept joint ventures to participate in the competition。

3. Service requirements

1, Participating institutions must promise to provide services, personnel in accordance with the relevant national mandatory provisions。

2. The project does not accept gifts or other goods and services unrelated to the project, and the participating institutions shall not require the project company to implement the aforementioned gifts, rebates and other behaviors。

4. Business requirements

(1) Quotation requirements

1. The quotation of participating institutions shall be filled in RMB。

2. The participating institutions shall propose feasible service plans and quotations according to the needs of users and their own conditions。The detailed service plan and quotation provided by the participating institutions will be regarded as the minimum requirements for ensuring the above projects，In case of omission，The participating institutions shall supplement according to meeting the requirements of the project documents and achieving the effects required by the project documents，After the competition, the missing part will be deemed to be accepted by the winning bidder and provided free of charge，The project company will not increase any costs for any reason。

3. The quotation of participating institutions shall include:

1. All due expenses required to complete all the work specified in the project documents (including personnel costs, evaluation costs, office expenses, travel expenses, report preparation costs, management fees and taxes, etc.)。

2. The price quoted is the final preferential price that can meet all the needs of project documents and provide quality services。

(2) Time requirements

Term of service: The base date of evaluation is March 31, 2024, and the evaluation report will be issued before May 31, 2024。

(3) Method of payment

Payment will be made within 5 working days after the formal evaluation report is issued。

(4) Other requirements

1. The official seal of the company shall be affixed to the selected documents。

2. The participating institutions shall not transfer the contract。

1. Submission of paper selection documents: According to the prescribed time, the participating institutions shall submit paper selection documents at the designated place。

2. Selection procedure

The project company shall organize specialized personnel to review the qualifications of the participating institutions;Evaluate and compare the valid selection documents, and present the written selection results。
