Chapter I General provisions

Article 1 These Regulations are formulated in accordance with the Constitution of the Communist Party of China in order to strengthen the centralized and unified leadership of the Party over the united front work, raise the level of scientific standardization and institutionalization of the united front work, and consolidate and develop the patriotic united front。

Article 2 The united front as mentioned in these Regulations refers to the alliance of workers and peasants under the leadership of the Communist Party of China, which is based on the alliance of workers and peasants and includes all socialist workers, builders of the cause of socialism, patriots who support socialism, the reunification of the motherland and patriots committed to the great rejuvenation of the Chinese nation。

The united front is the political advantage and strategic policy of the Communist Party of China to consolidate people's hearts and gather strength，It is an important magic weapon for winning the cause of revolution, construction and reform，It is an important magic weapon for strengthening the Party's class base, expanding the Party's mass base and consolidating the Party's ruling position，It is an important magic weapon for comprehensively building a modern socialist country and realizing the great rejuvenation of the Chinese nation。

Article 4 The principles for the work of the united front are as follows:

(1) Upholding the leadership of the Communist Party of China;

(2) Holding high the banner of patriotism and socialism;

3. Focusing on the central task and serving the overall situation;

4. Upholding great unity and alliance;

(5) To correctly handle the relationship between consistency and diversity;

(6) Respecting, safeguarding and taking care of the interests of Allies;

7. Continue to make friends outside the Party extensively and deeply;

8. Adhering to the pattern of United front work。

Article 5 The scope of work of the United Front is:

(1) Members of democratic parties;

(2) persons without party affiliation;

(3) non-Party intellectuals;

(4) ethnic minorities;

(5) Members of religious circles;

(6) non-public economic personnel;

(7) people from new social strata;

(8) those who have studied abroad or returned to China;

(9) Hong Kong and Macao compatriots;

(10) Taiwan compatriots and their relatives on the mainland;

(11) Overseas Chinese, returned overseas Chinese and their family members;

(12) Other persons in need of contact and solidarity。

The work of the United front is aimed at people outside the Party, with emphasis on its representatives。

Chapter II Organizational leadership and responsibilities

Article 6 Strengthen the centralized and unified leadership of the Party over the united front work, ensure that the Party has overall command and coordinates all parties in the united front work, and ensure that the united front work always moves in the correct political direction。

The work pattern of the United front with unified leadership by the Party committee, the United front department taking the lead and coordinating, and the relevant parties taking their respective responsibilities should be established。

Article 7 The Central Committee of the Party shall establish a leading group for united front work。The Leading Group for the work of the Central United Front works under the leadership of the Political Bureau of the Central Committee and its Standing Committee，To study and implement the CPC Central Committee's major theories, principles and policies on the united front work and the laws and regulations related to the united front work, to study and deploy, coordinate and guide, supervise and inspect，To study major issues of the united front，Make recommendations to the Party Central Committee。

The office of the Central United Front Work Leading Group is located in the Central United Front Work Department。

Article 8 A local party committee shall have the main responsibility for the work of the united front in its own region, and its main responsibilities are as follows:

(1) To implement the decisions, arrangements and work requirements of the Party Central Committee and the Party committees at higher levels on the united front work, guide and supervise and inspect lower-level Party organizations to do a good job of the united front work, and attach importance to strengthening the grass-roots united front work;

(2) To regularly study major issues of the united front and plan important work, and report annually to the Party Central Committee or the Party committee at the next higher level on the work of the united front;

(3) Formulate intra-party regulations, normative documents and important policies related to the united front work, promote the formulation of local regulations related to the united front work, and organize their implementation;

(4) To organize the study, research, publicity and education of the principles and policies of the united front theory，The principles and policies of the united front theory are incorporated into the learning content of the theoretical study center group of the Party Committee and the teaching content of the Party school (administrative college), cadre college and socialist college，Incorporate united front work into the propaganda work plan，The united front knowledge into the national education content;

(5) Implement the requirements of the Party Central Committee on the construction of the united front work department and the united front cadre team, select and strengthen the leading group and the main person in charge of the United front system, and strengthen the construction of the United front cadre and talent team;

(6) To lead people's congresses, governments, CPPCC committees, supervisory commissions, courts, procuratorates, relevant people's organizations, enterprises and public institutions at the same level to do a good job in the united front work of their respective departments and units in their respective fields;

(7) Discover, train, use and manage non-Party representatives, and improve the system of friendship and friendship between leading cadres and non-Party representatives。

The Party groups (Party committees) of other departments and units shall perform their corresponding united front duties in accordance with the provisions of the preceding paragraph。The working committees of Central and state organs and Party organs at all levels shall, in accordance with their authorization, strengthen guidance, supervision and inspection of the united front work of Party and state organs。

The main person in charge of the Party committee (Party group) at all levels is the first person responsible for the united front work of the department or unit in the region。Members of the leading team of the Party committee (Party group) shall take the lead in studying, propagating and implementing the principles and policies of the United front theory and laws and regulations, take the lead in participating in important activities of the United front, and take the lead in making friends outside the Party。

Local party committees set up united front work leading groups, the leader of which is generally the party secretary at the same level。

Article 9 The Party Central Committee and local Party committees shall establish United Front work departments。The United Front Work Department is the functional department in charge of the united front work of the Party Committee. It is the staff agency, the organization and coordination agency, the specific implementation agency, and the supervision and inspection agency of the Party Committee in the united front work. It undertakes the responsibilities of understanding the situation, mastering policies, coordinating relations, arranging personnel, enhancing consensus, and strengthening unity.

(1) To carry out the Party's theories, principles, policies, decisions and arrangements for the united front work, formulate policies and plans for the united front work, request instructions, report on the united front work to the Party committee at the same level, and put forward opinions and suggestions。

(2) To coordinate and guide the work of the United front, organize and coordinate daily supervision and inspection。

(3) To be responsible for discovering, contacting and cultivating non-Party representatives, making political arrangements for non-Party representatives under the leadership of the Party Committee at the same level, and coordinating with relevant departments to make arrangements for non-Party representatives to serve in leading positions in the government, judicial organs, procuratorial organs, etc。

(4) Liaising with the democratic parties, taking the lead in coordinating the work of personages without party affiliation, supporting them in performing their duties and playing their roles, and supporting and helping them strengthen their own construction。

(5) Carry out the united front work of non-Party intellectuals。

(6) To coordinate ethnic affairs as a whole and lead the ethnic affairs department in managing ethnic affairs according to law。

(7) To manage religious affairs in a unified manner, and lead religious affairs departments to manage religious affairs in accordance with the law。

(8) To participate in the formulation and implementation of policies to encourage, support and guide the development of the non-public sector of the economy, and coordinate the united front work of the non-public sector of the economy。

(9) Coordinate the united front work of people from new social strata。

(10) To work with relevant departments to carry out the work of the united front between Hong Kong and Macao and the united front against Taiwan。

(11) To lead the work of the overseas united front in a unified manner, administer overseas Chinese affairs in a unified manner, and coordinate the work of relevant departments and public organizations concerning overseas Chinese。

12. Promoting the rule of law in the United Front in a coordinated manner。

(13) Implement the responsibility system for ideological work in the work of the United front and be responsible for carrying out the propaganda work of the united front。

(14) To guide the united front work of the Party committees at lower levels，Assist in managing the head of the United Front Work Department of the Party Committee at the next level;To coordinate the united front work of relevant government departments，To assist in the recommendation of leading group members of ethnic and religious departments;Strengthen communication, coordination and cooperation with CPPCC organizations;Strengthen the work guidance of the counsellors' Office and the Literature and History Research Institute;Leading the party group of the Federation of Industry and Commerce，To guide the work of the Federation of Industry and Commerce;To direct and manage the Academy of Socialism;We will do a good job in the management of relevant units and organizations of the United front。

(15) To complete other tasks assigned by the CPC Central Committee at the same level and the CPC Central Committee at the higher level。

Article 10 The Central Committee of the CPC and the organs dispatched by Party committees at the provincial and municipal levels with heavy tasks in the work of the united front shall set up united front work organs。Township (town, street) Party organizations shall have personnel responsible for the united front work, of which the united front work tasks of the clear special responsibility。The relevant people's organizations make clear that the relevant organs are responsible for the united front work。The Party committees of institutions of higher learning and scientific research institutes with heavy tasks in the work of the united front shall set up organs for the work of the united front, and the party committees of other institutions of higher learning and scientific research institutes shall specify corresponding organs responsible for the work of the united front。The Party committees (Party groups) of large state-owned enterprises with heavy tasks in the United front work clearly define the organs and personnel responsible for the united front work。The Party group (Party Committee) of other units with heavy tasks in the United front work has made clear that relevant agencies are responsible for the united front work。

Article 11 The minister of the United Front Work Department of the provincial and municipal Party committees is generally held by the Standing Committee of the Party Committee at the same level, the minister of the United Front work Department of the county Party Committee is held or concurrently held by the Standing Committee of the Party Committee at the same level, and the deputy minister in charge of daily work is equipped according to the regular leading cadres of the party committee departments at the same level。If the principal person in charge of the ethnic and religious work department meets the conditions, he may serve as vice minister of the United Front Work Department of the Party Committee at the same level。The secretary of the Party group of the Federation of Industry and Commerce is the vice minister of the United Front Work Department of the Party Committee at the same level。The head of the United Front Work Department of the Party Committee of an institution of higher learning shall be a member of the Standing Committee of the Party Committee or a party committee without a standing committee。

Chapter III Work of democratic Parties and personages without Party affiliation

Article 12 The system of multi-party cooperation and political consultation under the leadership of the Communist Party of China is a new type of socialist political party system with Chinese characteristics and a basic political system in China。The Communist Party of China and the democratic parties follow the basic policy of long-term coexistence, mutual supervision, mutual support and sharing weal and woe with each other。

The democratic parties are close friends who accept the leadership of the Communist Party of China and work closely with it. They are good advisers, good helpers and good colleagues of the Communist Party of China, and political parties participating in the socialist movement with Chinese characteristics。

Persons without party affiliation refer to those who have not joined any political parties, have the desire and ability to participate in the discussion and administration of politics, and have made positive contributions to and certain influence on society, and their main body is intellectuals。

The basic functions of the democratic parties are to participate in the deliberation and administration of state affairs, exercise democratic supervision, and participate in political consultations led by the CPC。Personages without party affiliation perform their functions in the light of democratic parties。

Article 13 Consultation between political parties refers to political consultation between the Communist Party of China and the democratic parties。Independents are an important part of political consultations and participate in political party consultations。The consultation mainly includes the following contents: the formulation and revision of important documents of the national and local congresses of the Communist Party of China, the CPC Central Committee and local party committees at various levels;Proposed changes to the Constitution，To formulate and amend important laws，To formulate and amend important local laws and regulations;Candidates proposed by the Standing Committee of the National People's Congress, the government, the leading bodies of the Chinese People's Political Consultative Conference, chairmen of supervisory commissions, presidents of courts, and procurator-generals of procuratorates;Major issues concerning the united front and multi-party cooperation。

The Party Central Committee and local party committees shall conduct consultations among political parties in accordance with prescribed procedures。

We will support the participation of democratic parties and personages without party affiliation in the consultations of people's congresses, governments, CPPCC and other parties。

Article 14 The main contents of supporting the participation of democratic parties and personages without party affiliation in politics are: participation in state power, participation in consultations on important principles and policies and candidates for important leaders, participation in the management of state affairs, and participation in the formulation and implementation of state principles and policies, laws and regulations。

Leading comrades of the CPC Central Committee may, in accordance with the unified arrangements and work needs, invite leading members of the central committees of the democratic parties and representatives without party affiliation to participate in their domestic investigations and research and important foreign affairs activities。

Article 15 The Communist Party of China and the democratic parties exercise mutual supervision。The Communist Party of China is in a leading and ruling position and consciously accepts the supervision of the democratic parties。

Support democratic parties and personages without party affiliation on the basis of adhering to the four Cardinal principles，In political consultation, research and investigation，To participate in the supervision and inspection of the implementation and implementation of relevant major principles and policies, decisions and arrangements of the Party and the State，Entrusted by the Party Committee to carry out special supervision on relevant major issues，By making comments, criticisms, suggestions, etc，对中国共产党进行民主监督。

Article 16 Party committees at all levels shall support democratic parties in strengthening their ideological and political construction, organizational construction, ability to perform their duties, style of work, and system construction, and support personages without party affiliation in strengthening their own construction。

We will help the democratic parties to solve problems in organization, staffing, funding, office space, cadre exchange and temporary training。We will provide necessary guarantees for people without party affiliation to perform their duties。

The fourth chapter is the work of non-Party intellectuals

Article 17 The key targets of the work of non-Party intellectuals in State organs and state-owned enterprises and institutions are: non-Party intellectuals with senior professional titles，Academic leaders or non-party intellectuals in important business backbones，Non-party intellectuals who hold middle-level or above leading positions in state organs, universities, research institutes, and large and medium-sized state-owned enterprises，Other accomplished and influential non-party intellectuals。

Party groups (Party committees) of state organs and state-owned enterprises and institutions are responsible for the work of non-Party intellectuals in their respective fields, strengthen ideological guidance, support their role, and organize non-Party intellectuals to participate in United front work and activities。

Article 18 Adhere to the principle of broad unity, enthusiastic service, active guidance and play a role, and do a good job in the united front work of overseas and returned students。

Western Returned Scholars Association (Overseas-educated Scholars Association of China) is a bridge for the Party to connect with overseas students, an assistant to do a good job of overseas students, and a home for overseas students。All provinces (autonomous regions and municipalities directly under the Central Government), sub-provincial cities and provincial capitals shall establish organizations for overseas students。Organizations for overseas students may be established in other cities, institutions of higher learning, scientific research institutes and other units where there is a large concentration of overseas students。

Article 19 All provinces (autonomous regions and municipalities directly under the Central Government), sub-provincial cities and provincial capitals may establish fraternies for intellectuals outside the Party to provide ideological and political guidance to intellectuals outside the Party。

The United front departments should strengthen their leadership over the fraternities of intellectuals outside the Party。

Chapter V Ethnic work

Article 20 Unswervingly follow the correct path of solving ethnic problems with Chinese characteristics，To cast the consciousness of the Chinese nation community as the main line，We must uphold equality among all ethnic groups，We will fully implement the Party's ethnic policy，We will uphold and improve the system of regional ethnic autonomy，We will deepen education for ethnic unity and progress，We will promote exchanges and integration among ethnic groups，Achieve unity and common prosperity and development of all ethnic groups。

Article 21 Centering on promoting national unity and improving people's livelihood, we shall promote economic and social development in minority areas and constantly meet the needs of the people of all ethnic groups for a better life。We will promote the inheritance, protection, innovation and integration of the cultures of all ethnic groups, fully promote the standard Chinese language, and respect and support the learning and use of the spoken and written languages of all ethnic minorities。Vigorously train cadres of all ethnic groups in ethnic minority areas, vigorously select and employ cadres from ethnic minorities, and actively train professional personnel from ethnic minorities。

Article 22 Carry out comprehensive, in-depth and sustained publicity and education on the Marxist outlook on the motherland, the nation, culture and history，We will study and publicize the Party's ethnic theories and policies，Carry out national unity and progress，We will increase people's recognition of the great motherland, the Chinese nation, Chinese culture, the Communist Party of China, and socialism with Chinese characteristics。

We will consolidate and develop socialist ethnic relations based on equality, solidarity, mutual assistance and harmony, and oppose all forms of ethnic discrimination and Han chauvinism and local nationalism。We should respect the customs and habits of ethnic minorities and protect their legitimate rights and interests。We will govern ethnic affairs in accordance with the law and properly handle disputes involving ethnic groups。We will do a good job in ethnic work in cities。

We will guard against and combat all kinds of infiltration, subversion and sabotage, violent terrorist activities, ethnic separatist activities, and religious extremist activities, and safeguard national unity, ethnic unity, and social stability。

Chapter VI Religious work

Article 23 Uphold and develop the socialist theory of religion with Chinese characteristics, adhere to the orientation of religions in China, treat religions in a "guided" manner, protect legality, stop illegality, contain extremism, resist infiltration and crack down on crimes, and build positive and healthy religious relations。

Article 24: Adhere to the Party's basic policy on religious work: fully implement the Party's policy on freedom of religious belief, administer religious affairs in accordance with the law, adhere to the principle of independence and self-management, and actively guide religions to adapt to socialist society。

We respect and protect citizens' freedom of belief and non-belief in religion。Uphold the separation of church and state。

We will improve the rule of law in religious work，Be good at using laws and regulations to regulate the management of religious affairs and regulate various social relations involving religion，We should properly handle conflicts and problems in the field of religion through the rule of law thinking and methods，We will educate and guide religious figures and believers in conscientiously safeguarding the authority of the Constitution and laws，Carry out activities within the scope prescribed by laws and regulations。

Guard against foreign interference and domination of religious organizations and religious affairs in China。Guard against and resist foreign infiltration using religion。Support and encourage religious circles to carry out foreign exchanges on the basis of independence, equality, friendship and mutual respect。

Guide and educate religious figures and believers with core socialist values，We will support and guide religious figures in interpreting religious teachings and rules that meet the requirements of contemporary China's development and progress as well as the fine Chinese culture，To promote the recognition of religious figures and believers of the great motherland, the Chinese nation, Chinese culture, the Communist Party of China, and socialism with Chinese characteristics。Bring into play the positive role of religion and curb the negative role of religion。

Article 25: Adhere to political unity and cooperation and mutual respect in belief, support religious groups in strengthening self-construction and personnel training, and consolidate and develop the patriotic united front between the Party and religious circles。

Communist Party members shall unite with religious believers, but shall not believe in any religion。

Article 26: Strengthen religious work at the grass-roots level, establish and improve religious work networks at the county (city, district, banner), township (town, street), village (community) levels, and two-level responsibility systems at the township (town, street) and village (community) levels, and establish and improve systems of responsibility at different levels, territorial management, and accountability。In townships (towns and streets) where the task of religious work is heavy, the Party Committee shall have leading cadres in charge of religious work, and designate special persons to be responsible。

Chapter VII United Front work in the non-public sector of the economy

Article 27 Uphold and improve the basic socialist economic system, formulate, publicize and implement the Party's principles and policies on developing the non-public sector of the economy。Promote the establishment of a friendly and clean relationship between government and business, and form a policy environment, legal environment, market environment, and social environment conducive to the development of the non-public sector of the economy。We will guide non-public enterprises in implementing new development concepts。

Article 28 Comprehensively implement the principles of trust, unity, service, guidance and education, carry out in-depth education in ideals and beliefs, and guide the non-public members of the economy to be patriotic, dedicated, innovative, law-abiding, honest and contributing, and become qualified builders of the cause of socialism with Chinese characteristics。

We will establish a sound system of communication and consultation between government and enterprises。Understand and reflect the demands of the non-public sector, and help them safeguard their legitimate rights and interests in accordance with legal procedures。We will unblock channels for non-public sector members to participate in politics in an orderly manner, and guide and regulate political participation。

Cultivate and develop China special Chamber of Commerce organizations, and promote the effective coverage of united front work to chamber of commerce organizations。

Article 29 The Federation of Industry and Commerce is a people's organization and an organization of chambers of commerce under the leadership of the Party, with private enterprises and private economic personnel as the main body, and with the basic characteristics of unified work, economy and civil nature。The Federation of Industry and Commerce performs its duties and plays its role around the theme of promoting the healthy development of the non-public sector of the economy and the healthy growth of non-public sectors of the economy。

The specific contents and forms of the participation of the Federation of Industry and commerce in political consultation, participation in the deliberation and administration of state affairs, and democratic supervision shall be implemented with reference to the relevant provisions of Chapter III of these Regulations。

The Federation of Industry and Commerce performs the duties of the business unit of the affiliated chamber of commerce, carries out ideological and political work, education and training for the members, and inspects the main person in charge of the affiliated chamber of commerce。The Federation of Industry and Commerce shall strengthen its contacts, guidance and services to other trade associations and chambers of commerce with private enterprises and private economic personnel as the main body。

Article 30 The United Front Work Department and the Federation of Industry and Commerce shall, in accordance with the arrangements of the Party committees at the same level, participate in the party building work of private enterprises。The Party group of the Federation of Industry and Commerce shall support and cooperate with the party organization formation of its member enterprises。

The leading Party group of the Federation of Industry and Commerce fulfills the responsibility of strictly governing the Party in the party building work of the chamber of commerce。

Chapter VIII: The united front work of the new social strata

Article 31 Persons of new social classes mainly include: managerial and technical personnel of private enterprises and foreign-invested enterprises, employees of intermediary organizations and social organizations, freelancers, and new media employees。

Article 32 Adhere to the thinking of trust and respect, unity and guidance, organization and play a role，Use a social, networked approach，Through practice innovation base, fellowship organization and other forms，Implement policies according to different categories，Strengthen ideological guidance，Build political consensus，We will give full play to the important role of people from new social strata in building socialism with Chinese characteristics。

Article 33 Party and government departments, mass organizations and social organizations that are in close contact with the new social strata shall play their functional roles, improve their working mechanisms, coordinate closely and work together to do a good job in the united front work of the new social strata。

The Party organizations in the streets, communities, parks, and enterprises where the new social classes are located should implement the main responsibility, incorporate the united front work of the new social classes into their important work duties, and study and solve outstanding problems。

Chapter IX Hong Kong, Macao and Taiwan United Front work

Article 34 The main tasks of the United front work of Hong Kong and Macao shall be to fully and accurately implement the principles of "one country, two systems", "Hong Kong people governing Hong Kong", "Macao people governing Macao" and a high degree of autonomy，Uphold and improve the "one country, two systems" system，Act in strict accordance with the Constitution and the Basic Law，We will support the Chief Executive and the SAR government in exercising law-based governance，We will support Hong Kong and Macao in integrating them into the overall development of the country，We will develop and strengthen the forces that love the country, Hong Kong and Macao，We will strengthen the national consciousness and patriotism of our compatriots in Hong Kong and Macao，Safeguard national sovereignty, security and development interests，To maintain the long-term prosperity and stability of Hong Kong and Macao，We will ensure steady and lasting implementation of "one country, two systems"。

Article 35 The main tasks of the work of the united front towards Taiwan are: To carry out the major policies and guidelines of the Party Central Committee on Taiwan work，Adhere to the One-China principle，We will unite with Taiwan compatriots at home and abroad，We will develop and strengthen Taiwan's forces for patriotic reunification，Oppose "Taiwan independence" separatist activities，We will continue to advance the process of peaceful reunification of the motherland，Work together to achieve the great rejuvenation of the Chinese nation。

Article 36 Support the democratic parties and personages without Party affiliation, guide relevant people's organizations and public organizations to play their role in the work of the united front between Hong Kong, Macao and Taiwan。

Chapter X Work on overseas United Front and overseas Chinese affairs

Article 37 The main tasks of overseas united front work are: to strengthen ideological and political guidance，To enhance the love of overseas Chinese and students studying abroad for the motherland and their understanding and recognition of the CPC and socialism with Chinese characteristics;We will carry forward the fine Chinese culture，Promoting cultural exchanges between China and foreign countries;We will encourage overseas Chinese to participate in China's reform, opening up and socialist modernization drive，Integrate into the great cause of national rejuvenation;Curb "Taiwan independence" and other separatist forces，Safeguarding core national interests;We will play a role as a bridge and bond of friendship between China and other countries，Foster a favorable international environment。

Protect the legitimate rights and interests of overseas Chinese，We care about the survival and development of overseas Chinese，We will promote the building of harmonious overseas Chinese communities，Educate and guide overseas Chinese to abide by the laws of the countries they live in，Respect local culture and customs，Better integration into mainstream society，To contribute wisdom and strength to the economic and social development of the host country，Fully demonstrate the image of law-abiding, honest, civilized, caring for society, united and harmonious overseas Chinese in major countries。

We will protect the legitimate rights and interests of returned overseas Chinese and their families, give due consideration to their characteristics, and actively leverage their advantages in having extensive contacts with overseas。

Chapter XI Construction of the ranks of non-Party representatives

Article 39 The term "non-Party representatives" refers to persons who have united and cooperated with the Communist Party of China, made considerable contributions, and have certain social influence. The criteria are political steadfastly, outstanding achievements, and public recognition。

Article 40 Strengthen the discovery reserve of non-Party representatives。We should give full play to the role of institutions of higher learning and research institutes as important bases for training and selecting non-Party representatives, and pay attention to discovering non-Party representatives from state organs, state-owned enterprises and institutions, private enterprises, people from new social classes, and people who have gone abroad and returned to study。

Article 41: We should give priority to political training and carry out theoretical training for non-Party representatives。We should give full play to the role of socialist colleges as the main front for personnel education and training of the united front, attach importance to the role of party schools (administrative colleges) and cadre colleges, and make rational use of training resources such as universities。

We will strengthen the practical training of non-Party representatives, and include non-Party cadres in the overall arrangement for exchanges between Party and government leading cadres。

Article 42 An appropriate proportion of non-Party deputies shall be maintained among deputies to the People's congresses at all levels, members of the Standing committees of the People's congresses, chairmen and vice-chairmen of special committees of the people's congresses, and members。There shall be an appropriate number of non-Party deputies among the vice-chairmen of the Standing Committees of the National People's Congress and the vice-chairmen of the standing committees of local people's congresses at or above the county level。

Members of the democratic parties or persons without party affiliation shall serve as full-time deputy secretaries-general in the Standing committees of the national and provincial people's congresses。

The United front department, in consultation with relevant departments, is responsible for the recommendation and nomination of non-party candidates for deputies to the People's Congress and members of the People's Congress Standing Committee。

Article 43 The leading groups of governments at the provincial and municipal levels shall be staffed with non-Party cadres。The leading groups of county-level governments are actively equipped with non-party cadres from the actual situation。

Government departments at all levels, unless there are special requirements, can actively appoint non-Party cadres to hold leading positions, focusing on administrative law enforcement supervision, closely related to the interests of the masses, and closely connected with intellectuals and professional and technical departments。

Qualified non-Party cadres can hold official administrative posts in government departments (units)。All provinces (autonomous regions and municipalities directly under the Central Government) shall be equipped with such equipment in the ministries and commissions of the government2Outside the party around the name of the day job。

Article 44 Non-Party representatives shall occupy a large proportion of the CPPCC at all levels, and there shall be no less than one member at the time of change60%No less than the Standing Committee65%;There shall be no less than vice chairmen in the leading groups of the CPPCC at all levels50%(Excluding ethnic autonomous areas)。

The CPPCC National Committee and the CPPCC at the provincial level shall have members of democratic parties or persons without party affiliation as full-time deputy secretaries-general。

The chairmen, vice-chairmen and non-Party representatives of the special committees of the CPPCC shall occupy an appropriate proportion。

The nomination of CPPCC members at all levels should adhere to extensive consultation, the nomination of organizational departments within the Party, the nomination of non-party by the United front department, members of the democratic parties, private economic personnel should consult with the democratic parties and the Federation of industry and commerce before the nomination, and the nomination of CPPCC members from all walks of life should listen to the opinions of the CPPCC leading Party Group。The proposed list shall be summarized by the United Front department and solicited opinions from relevant parties, and shall be submitted by the organizing department to the Party Committee at the same level for examination and approval, and then handled in accordance with the procedures stipulated in the Constitution of the Chinese People's Political Consultative Conference。

Article 45 The leading groups of courts and procuratorates at all levels shall be staffed with non-Party cadres。

Institutions of higher learning should generally be equipped with non-party cadres, qualified non-party cadres can hold official administrative posts。More efforts will be made to select non-party cadres in the leading groups of mass organizations, scientific research institutes and state-owned enterprises。

Adhere to the united front work, consultation and the united front work, honorary nature of the literature and history research center, non-party counselors and non-party librarians at least70%。The leading group of the counsellors' office and the Institute of Literature and History shall be equipped with non-Party representatives。

Supervisory commissions, courts, procuratorates and relevant government departments shall employ non-Party representatives as special personnel。

To recommend non-party representatives to serve in relevant social organizations。

Article 46 Qualified chairpersons of provincial democratic parties, chairmen of federations of industry and commerce, and representatives without party affiliation shall generally be appointed to the Standing Committee of the National People's Congress, the government, and the leading groups of the CPPCC at the same level。

Except in special circumstances, non-Party deputies to the Standing Committee of the National People's Congress and the leading groups of the CPPCC shall enjoy the same treatment as Party officials at the same level。

Article 47 Candidates for deputies to people's congresses at all levels and members of the CPPCC at all levels shall include an appropriate number of private businessmen and people from new social strata。

The main investor of a private enterprise who takes operation and management as his main occupation shall be defined as a private economic person in the recommendation arrangement。Private economic personnel who are recommended as candidates for deputies to the People's Congress, members of the Chinese People's Political Consultative Conference, as well as people's organizations and social organizations such as the Federation of Industry and Commerce shall undergo comprehensive evaluation and seek opinions from relevant parties such as enterprise party organizations, party building organizations of private enterprises and local trade union organizations。

Article 48 Strengthen the management of non-Party deputies, focusing on understanding and mastering their political performance, ideological status, performance of duties, integrity and self-discipline, and changes in important personal matters, especially their political positions and attitudes on major issues of principle。

The United front department is responsible for leading and coordinating the management of non-party representatives。The relevant departments of the Party Committee, the Standing Committee of the National People's Congress and the Party groups of the CPPCC, and the party organizations of the units where the non-Party deputies are located shall each assume their responsibilities and strengthen the daily management assessment。We will give full play to the role of the parties and organizations of non-Party deputies in self-management, self-education, and self-supervision。

Article 49 We should improve cooperation between the Party and non-Party representatives。Adhere to the combination of collective leadership and individual division of responsibilities, and ensure that non-Party cadres enjoy the command of administrative management, the right to decide on the handling of problems, and the right to make suggestions on personnel appointment and removal。

Article 50 Party committees at all levels shall incorporate the construction of the ranks of non-Party representatives into the overall plan for the construction of the ranks of cadres and talents, and give overall consideration to non-Party cadres in the ranks of outstanding young cadres。

Establish and improve cooperation mechanisms between organizational departments and United front departments。Before proposing, discussing and deciding on the appointment, removal, transfer and exchange of non-Party cadres, the opinions of the United front department shall be sought。

Chapter 12: Self-construction of United front departments

Article 55 Strengthen the Party's discipline building, do a good job of discipline inspection and supervision, supervise and restrain United front cadres to strictly observe political discipline and political rules, and always know how to respect, fear and keep the bottom line。

Chapter XIII Safeguards and Supervision

Article 56 Party committees and governments at all levels shall formulate and perfect policies to support the work of the united front and do a good job in ensuring the work。

Article 57 Commendations and awards shall be given to advanced collectives and individuals in the work of the united front in accordance with relevant regulations。

Article 58 Party committees (Party groups) at all levels shall implement the full responsibility of strictly governing the main body of the Party, strengthen the supervision and inspection of the implementation of these Regulations, incorporate the implementation of these Regulations into the target management and assessment system of leading groups and leading cadres, and incorporate the scope of political inspection, supervision and discipline enforcement accountability。

Article 59 In case of violation of the relevant provisions of these Regulations, relevant Party organizations and leading Party cadres shall be held accountable according to the seriousness of the circumstances and the degree of harm。

Chapter XIV Supplementary Provisions

Article 60 The United Front Work Department of the CPC Central Committee shall be responsible for the interpretation of these Regulations。

Article 61 These Regulations shall go into effect as of the date of promulgation。
